Lead the QA function in the project / yard. Directly responsible for the audit schedule, auditing process and overall assessment of the Management System Effectiveness. This role will involve determining compliance of product quality to the requirements of the contract and performance quality measurement to determine process efficiency and effectiveness.This will involve trend analysis, identifying deficiencies and determining areas for improvement.
Main Duties of the Jobholder
1. Develop the Area Audit schedule, assign and conduct audits to determine compliance to management system. Follows up on audit findings to ensure proper close out and correction. Ensure that all audits are value added to ensure proper assessment and objective evidence of compliance is pursued.
2. Establish effective preventive measures and corrective action to ensure that deficiencies do not re-occur. This process will involve measurement to determine trends and suitable means of correction. Prepare and compile data audits, identify non-quality trends and advise Quality Manager / Management / Supervision for resolution.
3. Establish statistical measurement to define product Quality and performance Quality (KPI, QI and Cost of Quality).
4. Ensure that project Quality Planned schedule audits are conducted on a timely schedule relevant to commencement of activities.
5. Perform audits of sub contractors, vendors and suppliers to establish Approved Vendors List.
6. Assure through proper utilization of auditor resources and audit verification the effective execution of the QA system.
7. Liaise with the Certifying Authority on documents specified to seek verification, assessment and appraisal of their conformity and fitness to the codes and regulations.
8. Prepare Quality related lessons-learned through project Close-out Report to ensure preventive measures are deployed.
9. Prepare data for Management Review of the Management System to present effectiveness of the system, areas of reoccurring deficiencies and areas for improvement. Proposes recommended goals with senior area management for continual improvement.
10. Conduct preventive action analysis to determine root cause and the necessary measure to avoid re-occurrence.
11. Initiate Quality Planning for the project to assure compliance first time through proactive and preventive measures and consults with the Quality Manager concerning prevention and appraisal resources and the effectiveness of project Quality Plan/Procedures necessary to achieve the product quality.
12. Develop Project Quality Plan to cover all customer requirements to a level of detail necessary to assure integration within the Project Quality Plan.
13. Participate in the Contract Review (kick-off meeting) to identity the "key factors for success" plus the risks and define / implement preventive action. Identify issues and concerns.
14. Liaise with the QC / NDT / Certification Personnel and Customer to ensure that Quality problems are addressed and technically resolved.
15. Liaise with Engineering groups, PMT, Purchasing, Inspection and customer to ensure customer spec requirements are integrated into the Engineering and Vendor data documents of supplied products.
16. Administer the vendor inspection process through the assigned coordinator.
17. Oversee the As Built Project Certification as it is progressed through work approval packages and monitors progress/status of mechanical completion.
Requirements
1. Relevant working experience in Construction/Fabrication/Projects in Oil & Gas Industry.
Degree in related discipline with knowledge of fabrication/projects as per codes & standards like AWS D1.1, ASME B31.3/B31.8, API-2A/2B, ASME B&PVC Section-IX/II(Part-C)/ VIII (Div-I, II), API 1104.
2. Good command of spoken and written Chinese and English
Good technical writing and computer skills
3. Should be assertive towards effective implementation of Quality Goals.
Should have previous relevant experience.
4. Min. 8 years hands-on experience as Lead Auditor/Assessor preferably in EPC projects or as Third-Party Inspection organizations (like LR, BV, DNV, ABS), Development of Quality Systems & Procedures for the fabrication in Offshore / Onshore / Pressure-Vessels / Boiler projects. Should have a broad understanding of Heat-Treatment, Corrosion Mechanisms, NDT and Constructability.
5. Masters or Degree in Welding / Metallurgy / Materials Science / Mechanical (or relevant) alongwith Certified QMS/IMS Lead Auditor/Assessor.
Additional desirable Certifications - Welding: IWE, Inspection: AWS-CWI/SCWI or CSWIP3.1/3.2; NDT Level-II; Coating: NACE/BGAS/FROTIO.
